ADR security plan, developed and implemented

If your operation involves high consequence dangerous goods — production, dispatch, storage or carriage — ADR 1.10.3.2 requires the company to adopt, implement and comply with a security plan. Who must have a security plan

Chapter 1.10 singles out high consequence dangerous goods — goods with the potential for misuse and serious consequences. Whether you make, dispatch, store or carry them above the thresholds of Table 1.10.3.1.2, the plan is mandatory for every participant in the carriage.

  • “Any quantity” — the plan is required from the first litre or kilogram.
  • “—” — this mode of carriage does not apply to the goods.
  • “Not required” — in packages the plan is not needed whatever the quantity.
  • Tank and bulk values apply where that mode of carriage is authorised for the goods.
  • High consequence radioactive material (Class 7) has its own thresholds under 1.10.3.1.3 — ask us about your goods.
  • Exemption under 1.10.4 — where tank or bulk quantities per transport unit stay within the limits of 1.1.3.6.3, sections 1.10.1–1.10.3 do not apply.

Who is required to have a security plan?

Carriers, consignors and other participants in the carriage of high consequence dangerous goods (Table 1.10.3.1.2) or high consequence radioactive material — ADR 1.10.3.2.1. The duty applies to each participant commensurate with their role.

We carry only packages — does the plan apply?

The table sets thresholds per column. For many entries package carriage is outside the scope of 1.10.3 — but explosives, toxic gases, toxic substances of packing group I and category A infectious substances count at any quantity. Check against your goods.

Are small loads exempt?

Yes — under 1.10.4, where tank or bulk quantities per transport unit stay within the limits of 1.1.3.6.3, sections 1.10.1–1.10.3 do not apply. UN 2912 and UN 2913 are exempt as well.

What do inspectors check?

Security is part of the ordinary checks — under 1.10.1.5 the checks of 1.8.1 and 7.5.1.1 cover security measures too, and each crew member must carry photo identification (1.10.1.4).

Who keeps the plan current?

The plan itself must provide for periodic review and updating — element f) of 1.10.3.2.2. With the ADRplus One subscription that work is carried out by your consultant.
