Fuel and energy — the heaviest dangerous cargo on the road

Fuel moves without pause — tank trucks to filling stations, LPG cylinders to homes and sites, diesel to generators and machinery. Each flow has its own regime, its own papers and its own driver requirements. We keep the whole chain in order.

Class 3 flammable liquids are 48% of all dangerous goods tonne-kilometres on EU roads — and the lion’s share of that stream is fuel.

Three ways your goods can travel

The same product can go as limited quantities, under the 1.1.3.6 partial exemption or in full ADR — the classification and the packaging decide.

Limited quantities (LQ)

Small inner packagings within the column 7a limit, up to 30 kg gross — the goods travel with the LQ diamond, free of most other ADR provisions (Chapter 3.4).

Partial exemption (1.1.3.6)

Below the transport category threshold per transport unit — no orange plates, no written instructions, no ADR driver certificate (the list in 1.1.3.6.2).

Full ADR

Above the thresholds the goods travel under the full set of rules — transport document, plates and labels, equipment, trained crew and every participant duty.

The same diesel travels three ways — five-litre canisters go as LQ with the diamond, a batch of drums may fit under 1.1.3.6, and a tank truck runs in full ADR with an ADR driver.

Who answers for what

ADR splits the duties among the participants of the carriage. These are the roles your company typically holds — with the exact ADR paragraphs.

ADR 1.4.2.1

Consignor

Hands over only consignments that conform to ADR — classified, authorized, in approved packagings, with the transport documents furnished to the carrier.

ADR 1.4.3.3

Filler

Fills only authorized tanks in sound condition, observes the filling degree, checks the closures for leaks and the marking of the tank.

ADR 1.4.2.2

Carrier

Checks before departure that the documents are on board, the vehicle and load show no defects or leaks, the plates and equipment are in place.

ADR 1.4.3.7

Unloader

Compares the transport document with what actually arrived before unloading.

Fuel in the vehicle’s own tank — is that already ADR?

Fuel in tanks that powers the vehicle and its equipment is exempt, but the exemption has strict limits — and it ends where cargo begins. Diesel in an IBC on the load bed is already carriage of dangerous goods. We show exactly where the line runs for your flows.

We only load at the depot — ADR is the carrier’s problem, right?

No. The consignor, the filler and the loader are full participants in the carriage with their own duty sets — classification, documents, checks before departure, training. The appointment of a safety adviser applies to you as well.

We are adding LPG to our petrol deliveries — same rules?

No. Class 3 liquids and class 2 gases are different worlds — pressure receptacles, other marking, other equipment, other tunnel logic. When the product mix changes, we re-map every flow before the first run.

From there the subscription from €50 plus €10 per transport covers the adviser, the platform and the training of your people.
