Agriculture — the season does not wait for paperwork

Fertilisers, plant protection products, ammonia and diesel for machinery — farms and agri-dealers move dangerous goods more often than they think. In spring all of it travels at once and in a hurry. We arrange the flows so the field gets its goods and the inspector gets the right papers.

The 2020 Beirut port disaster began with ordinary ammonium nitrate — the same product that sits in the warehouses of agri-dealers, which is why it has thresholds and rules of its own.

Three ways your goods can travel

The same product can go as limited quantities, under the 1.1.3.6 partial exemption or in full ADR — the classification and the packaging decide.

Limited quantities (LQ)

Small inner packagings within the column 7a limit, up to 30 kg gross — the goods travel with the LQ diamond, free of most other ADR provisions (Chapter 3.4).

Partial exemption (1.1.3.6)

Below the transport category threshold per transport unit — no orange plates, no written instructions, no ADR driver certificate (the list in 1.1.3.6.2).

Full ADR

Above the thresholds the goods travel under the full set of rules — transport document, plates and labels, equipment, trained crew and every participant duty.

The same pesticide travels three ways — retail bottles may fit under LQ with the diamond, a pallet of jerricans for a cooperative may fit under 1.1.3.6, and an IBC for the agri-depot ships in full ADR with an ADR driver.

Who answers for what

ADR splits the duties among the participants of the carriage. These are the roles your company typically holds — with the exact ADR paragraphs.

ADR 1.4.2.3

Consignee

Accepts the goods without undue delay and verifies after unloading that the ADR requirements concerning him are met.

ADR 1.4.3.7

Unloader

Compares the transport document with what actually arrived before unloading.

ADR 1.4.2.1

Consignor

Hands over only consignments that conform to ADR — classified, authorized, in approved packagings, with the transport documents furnished to the carrier.

ADR 1.4.2.2

Carrier

Checks before departure that the documents are on board, the vehicle and load show no defects or leaks, the plates and equipment are in place.

For each of these roles the company needs an appointed safety adviser (1.8.3.1) — ours works on subscription.

Every ADR country sets its own fines for dangerous goods violations. Roadside checks follow one European standard — Directive (EU) 2022/1999 with a common list of infringements by risk category. Open your country to see the authorities and the exact amounts.

We are a farm, not a carrier — does ADR concern us at all?

It does. Whoever loads and moves dangerous goods for their own needs is a participant in carriage with duties of their own. Agriculture has exemptions of its own, but their limits must be known exactly — we go through your flows and show what is free and what is not.

Does ammonium nitrate really have special rules?

Yes. Ammonium nitrate and fertilisers based on it have thresholds and conditions of their own, and they depend on the composition of the specific product. Do not guess from the bag — send the supplier documents and we tell you exactly what applies to your warehouse and your runs.

Plant protection products travel in factory packaging — is that not enough?

Factory packaging by itself does not release you from ADR. Retail sizes may fit under LQ, but LQ has requirements of its own — the diamond, the limits, trained people. Larger packagings travel under the general rules with documents and marking.
