National ADR application

Ireland is a formal ADR contracting party since 2006. The lead national authority for dangerous goods (ADR) matters is Health and Safety Authority. A DGSA must be appointed under ADR 1.8.3.

Health and Safety Authority (HSA) — Health and Safety Authority

Principal competent authority for ADR — all functions except Class 1 (explosives), Class 7 (radioactive), vehicle technical examination, receptacle/tank testing. Issues approvals, exemptions, multilateral agreements; oversees DGSA regime and driver training providers.

Road Safety Authority (RSA) — Road Safety Authority

Competent authority for technical examination of vehicles and issuance of ADR certificates of approval for dangerous goods vehicles. Also conducts roadside enforcement jointly with An Garda Síochána.

An Garda Síochána – Garda National Roads Policing Bureau (GNRPB) — An Garda Síochána – Garda National Roads Policing Bureau

Roadside enforcement authority for ADR. Gardaí may accompany transport officers on inspections, issue prohibition notices immediately for dangerous goods posing road safety risk, require names/addresses at checkpoints. Joint operations with RSA transport officers.

Chartered Institute of Logistics and Transport Ireland (CILT) — Chartered Institute of Logistics and Transport Ireland

Appointed by HSA as examination body for Dangerous Goods Safety Advisers (DGSA) for road transport (all classes except Class 1 and Class 7). Also appointed by Commission for Railway Regulation (CRR) for Rail DGSA exams.

Environmental Protection Agency (EPA) — Environmental Protection Agency

Competent authority for all ADR matters relating to Class 7 radioactive materials.

ADR driver certificate — authenticity check

Countries increasingly check foreign drivers’ ADR certificates against forgeries. Genuine certificate models of every contracting party are published in the official UNECE register — compare the layout, security features and issuing authority.
