Netherlands is a formal ADR contracting party since 1963. The lead national authority for dangerous goods (ADR) matters is Inspectie Leefomgeving en Transport (ILT). A DGSA must be appointed under ADR 1.8.3.

Inspectie Leefomgeving en Transport (ILT) — Human Environment and Transport Inspectorate

Primary competent authority for ADR road dangerous goods: enforcement (roadside and at loading/unloading sites), granting recognitions to approved bodies, issuing exemptions, vehicle approval documents. Appointed by the Ministry of Infrastructure and Water Management.

Centraal Bureau Rijvaardigheidsbewijzen / Contactcommissie Vakbekwaamheid (CBR/CCV) — Central Office for Motor Vehicle Driver Testing / Contact Committee for Professional Competence

Issues ADR driver certificates (Certificaat Vakbekwaamheid) and DGSA certificates (Certificaat Veiligheidsadviseur over de weg, VW) for road transport. The CCV department within CBR administers dangerous goods safety advisor examinations.

Rijksdienst voor het Wegverkeer (RDW) — Netherlands Vehicle Authority

Conducts mandatory first-inspection and periodic annual ADR vehicle inspections for tank vehicles (>1000 L) and Class 1 transport vehicles; issues ADR certificate of approval (ADR-keuringsdocument). Acts as competent authority for vehicle type approval.

Politie (Nationale Politie) — National Police Corps

Co-enforcer for ADR road transport alongside ILT; conducts roadside checks and can stop vehicles transporting dangerous goods.

ADR driver certificate — authenticity check

Countries increasingly check foreign drivers’ ADR certificates against forgeries. Genuine certificate models of every contracting party are published in the official UNECE register — compare the layout, security features and issuing authority.

Transport document language

Dutch (NL); ADR implemented as Regeling vervoer over land van gevaarlijke stoffen (VLG, BWBR0010054), which includes the full Dutch translation of ADR as Annex 1. Transport documents may be in Dutch, English, French, or German per ADR 5.4.1.
