Italy is a formal ADR contracting party since 1963. The lead national authority for dangerous goods (ADR) matters is Ministero delle Infrastrutture e dei Trasporti – Direzione Generale per la Motorizzazione (DG MOT). A DGSA must be appointed under ADR 1.8.3.

National ADR competent authority (road dangerous goods). DGMOT Div. 3 is specifically responsible for ADR technical regulation, homologation, and national coordination. Issues DGSA/CFP certificates via exam. MIT is the designated authority under D.Lgs. 35/2010.

Administer the DGSA (Consulente per la sicurezza) written exam and issue the Certificato di Formazione Professionale (CFP). Exam commissions operate via regional UMC offices (e.g., Venezia, Bologna, Ancona). The certificate is valid 5 years, renewable.
Polizia Stradale (Polizia di Stato) — Italian Highway Police – State Police
Roadside enforcement authority for ADR dangerous goods checks on Italian roads. Conducts inspections, issues violations, and transmits irregularity reports to DGMOT. Operates under MIT/Ministry of Interior joint circular (March 2026 ADR procedure).
ADR driver certificate — authenticity check
Countries increasingly check foreign drivers’ ADR certificates against forgeries. Genuine certificate models of every contracting party are published in the official UNECE register — compare the layout, security features and issuing authority.

Italian (it); Italian is the default language for domestic transport documents. Foreign-language provisions of ADR annexes do not apply to purely domestic transport, though MIT may authorise alternatives for international movements (D.Lgs. 35/2010, Art. 10).
