Liechtenstein is a formal ADR contracting party. The lead national authority for dangerous goods (ADR) matters is Ministerium für Infrastruktur und Bildung. A DGSA must be appointed under ADR 1.8.3.

Amt für Umwelt (AfU) — Office of the Environment

Primary competent authority under VTGGS: responsible for all DGSA/Gefahrgutbeauftragter matters (appointment notifications, supervision), packaging approvals, container authorisations, in-company controls, transport prohibition decisions (Art. 43, Art. 14 Abs. 4, Art. 24 VTGGS)

Amt für Strassenverkehr (ASV) — National Road Office (NRO)

Co-enforcement authority under VTGGS: issues transport permits (Beförderungsbewilligungen, Art. 11 VTGGS), compiles annual roadside control statistics for EFTA Surveillance Authority (Art. 26 VTGGS), administrative measures (Art. 42 VTGGS)

Landespolizei des Fürstentums Liechtenstein — National Police of the Principality of Liechtenstein

Roadside enforcement authority: conducts regular roadside inspections of dangerous goods transports (Art. 21 VTGGS), in-company checks together with AfU (Art. 20 VTGGS), temporary suspension of transport (Art. 23 VTGGS). Sicherheits- und Verkehrspolizei division handles traffic/DG checks.

Government-recognized training providers in Liechtenstein (VTGGS Art. 14c Abs. 2 — Schulungskurse dürfen nur von der Regierung anerkannten Schulungsveranstaltern durchgeführt werden). Practical exam/certification supported by Swiss Safety Center (Matthias Mettke, +41 44 877 61 33, Richtistrasse 15, 8304 Wallisellen) acting as technical support body for the Amt für Umwelt. No separate Liechtenstein exam body identified — recognition falls under Art. 14c VTGGS via government approval. The Verordnung über die fachliche Eignung des Gefahrgutbeauftragten governs exam content (referenced at VTGGS Art. 14c Abs. 3).
