Montenegro is a formal ADR contracting party since 2006. The lead national authority for dangerous goods (ADR) matters is Ministarstvo saobraćaja i pomorstva Crne Gore. A DGSA must be appointed under ADR 1.8.3.

ADR driver certificate — authenticity check

Transport document language
Montenegrin (Crnogorski); ADR Agreement not yet officially translated into Montenegrin as of 2024 (noted as gap in Transport Community 2024 report — practitioners rely on Serbian-language version).
DGSA exam
Ministry of Interior (MUP) forms and chairs the DGSA examination commission; commission includes representatives of the transport authority (Uprava za saobraćaj) and the Centre for Vocational Education (Centar za stručno obrazovanje). MUP issues the 5-year DGSA certificate and maintains the register (čl. 26-28, Zakon o prevozu opasnih materija, Sl. list CG br. 33/2014).
